Microsoft office includes a great program called "Microsoft Photo Editor", or you can just buy Macromedia Fireworks, they both do a great job.

I always use Paint shop pro to reduce the image to the size i require before posting it, but i'm sure most photo editing software will do the same.

I notice you've used Imageshack which is what I normally use.

When you come to copy the link, one of them is for a thumbnail for forums. This let's everyone see a bigger picture if they click on the picture.
