Corners get cut everywhere. Everybody is cash strapped, pubs are closing, businesses are going to the wall every day. Some venues will do anything to save a quid and the cost of hiring a legit company for its entertainment.

But as you say, the place was still full of punters, and the majority had a good time and nobody left in droves in disgust and blackballed it because the venue was engaging in illegal music practices. Whilst it can get away with it, the venue are on a clear win-win situation.
The only people losing any sleep over it are DJ's - the only people thinking / convincing themselves that everyday punters really give a damn about it are Dj's.
How many Pro-Dub license enforcers did you see Rob?, did the place get raided by the MCPS / PRS / Trading standards?. Its probably been doing stuff like this for 10 years, and it'll probably do them for another 10, totally unchallenged, they aren't the first and they won't be the last. I've seen enough staff ipods plugged 'unofficially' into venue P.A systems behind the bar to know that money is being shaved off even the cost of Jukebox hire in certain local establishments these days, and with Wi-fi media players and bluetooth technology, the play source doesn't even have to be obvious or in view at these places, so the risk minimised even more. Some of these venues haven't booked a 'proper' DJ or Agency for years, and as you saw, they can still pack out most places without one. Sadly, some venues just see us as yesterdays men, a needless expense that technology has made defunct.
If anything, it does put mockery onto the whole aspect of the Pro-Dub though doesn't it?. Having / expecting venues to POLICE our industry regarding Pro-Dub on behalf of the MCPS / PRS, when some of those venues are guilty of just the same shady and even worse illegal practices as the entertainers they are expected to stand judge and jury over. Which begs the question, who is watching the 'watchers'. Nobody it seems. Maybe the Pro-Dub folk should have DJ's policing the venues eh?
Doesn't matter how much legislation there is, if it isn't being actively and effectively policed. Legislation is one of those quirky things that earns those rolling it out a lot of money from honest people, but the ones who opt not to partake in it or pay for it, still largely get away scot free.
