Isn't there an archive function in Outlook?
I must I never use outlook, I have all my emails online (pop3) with BT, that way I can access them from any machine anywhere.

Outlook has but i don't think Outlook Express does. However if you go and search the Microsoft knowledge base you'll find a range of articles that tell you all of the files that need to be saved and copied (and probably included as part of a backup plan on the new machine)

File->Import and Export, then export to a Personal Folder file (*.pst). This will also save all your calendar entrys and contacts too.
Then restore from the file at the other end.

If you are using Windys (as in 'don't play with that ball here or you'll break me windys') then it has an option called 'Transfer Wizard' which will transfer all your Own Docs (including emails) from one PC to another.

Otherwise if you go to tools, options, click on the maintenance tab then on the button for Store Folder, it will tell you the path to the folder where the emails are stored. Copy the folder and then paste it into the correct location on the new one.
Its an idea to just change the name for the existing folder on the new one to something like mailold before pasting so if something goes wrong you can delete what you pasted and restore the folder name to put it back how it was.

the easy way is to install OUTLOOK on your old PC .. this will import all the old emails and contacts from outlook express...
you can then export them to a .pst file... copy the file to the new pc and import the .pst and you have everything you had before..
outlook express was ment to be limmited in this way.. there are other ways round it but its a pain to sort out..

You just copy the entire contents of the store folder, just as TonyB says, to somewhere convenient on the new PC, then on the new PC point the store folder to that new location.
Simple. No need for the full expense of Outlook.
